When is the best time to change ?

     Quite simply, the best time to change is any time that you feel the desire or pressing need for change.

     This includes --

     a) when you are fed up with how your life is going;

     b) when you feel dissatisfied with some area of your life;  and/or

    c) when you feel unwilling to continue living your life the way it's been (And, be clear on this point:  such a conclusion does NOT mean ending your life -- it means starting yourself on a new path for living your life!).

     Each of these scenarios describe being on the brink of the most excellent motivation possible to change:  You cannot stand having your life remain as it has been!  This is a perfect time to change it!!

Why haven't my past habits worked to accomplish my goals?

     There are a variety of ways that humans learn habits.  One of the most prevalent is to model the behaviors of those that you look up to.  If you models never worked to accomplish the goals which you desire to experience in your life, you may not have -- in your LifeSkills' repertoire -- a workable template/ habit to do what you want to do.
